C.F. public safety forum overdue

In Cedar Falls, city officials have scheduled a forum for next Monday night to air a contentious dispute over public safety department issues.

While police and firefighters have been less than enamored with the department structure, which serves as an umbrella for both entities, dissatisfaction has escalated since the retirement of long-time Police Chief and Public Safety Director Paul Hoffey and the arrival of Jay Kohl.

Kohl’s reputation literally preceded him before he even arrived in town from Michigan because of changes he had made – and were later rescinded – in Meridian Township.

Kohl’s supporters maintain the police and firefighters mugged him in smear campaigns against from the outset, trying to stifle reforms.

Kohl’s detractors claim attempts to streamline the department – at the behest of a city council under pressure to keep its budget in line – through the use of reserves has created safety risks for personnel and citizens alike.

While Kohl has had meetings with employees, they don’t believe he’s willing to implement the advice given. The departure of many long-time police officers and firefighters is symptomatic of that exasperation.

We hope the forum focuses on constructive criticism of city policies, including alternatives that might not spike the budget. And city officials, who seem to be in denial about the extent of dissatisfaction, should listen carefully for possible compromises.

Yet with a city election a month away, the greater likelihood is for both sides to define their positions and leave the matter to the voters.
